Pandemic is a cooperative strategy board game by Matt Leacock where players take on the roles of disease-fighting specialists working together to stop four deadly viruses from spreading across the globe. Each player uses unique abilities to travel, treat infections, discover cures, and prevent outbreaks before time runs out. How to Play Pandemic: In-Depth Guide


Components

  • 1 Game Board (featuring 48 connected cities)
  • 7 Role Cards and 7 Pawns
  • 59 Player Cards (48 City, 6 Epidemic, 5 Event)
  • 48 Infection Cards
  • 96 Disease Cubes (24 each in Blue, Yellow, Black, Red)
  • 4 Cure Markers
  • 6 Research Stations
  • 4 Reference Cards

Setup

1. Set the Stage

Place the board in the center of the table. Sort the disease cubes by color and keep them nearby. Put 1 research station in Atlanta, home of the CDC (Centers for Disease Control and Prevention).

2. Mark Trackers

Place the Outbreak marker on “0” and all four Cure markers (vial side up) near the cure track.

3. Infect the World
  • Place the infection rate marker on the first “2” space.
  • Shuffle the Infection deck and draw 3 cards — place 3 disease cubes on each corresponding city.
  • Draw 3 more — place 2 cubes on each.
  • Draw 3 more — place 1 cube on each.
    (18 total cubes will be placed.)
  • Place these 9 cards in the Infection discard pile.
4. Assign Roles and Cards
  • Shuffle and deal 1 Role card face up to each player, placing the matching pawn in Atlanta.
  • Give each player a reference card.
  • Shuffle the Player deck (remove Epidemic cards first).
  • Deal each player their starting cards:
    • 2 players: 4 cards each
    • 3 players: 3 cards each
    • 4 players: 2 cards each
5. Prepare the Player Deck

Choose a difficulty level:

  • Introductory: 4 Epidemics
  • Standard: 5 Epidemics
  • Heroic: 6 Epidemics

Divide the Player deck into equal piles (as many as Epidemic cards used). Shuffle one Epidemic card into each pile, then stack them to form the deck.

6. Choose the Starting Player

The player with the highest city population card goes first.

Gameplay Overview

Each player’s turn has three phases:

  1. Take 4 actions
  2. Draw 2 Player cards
  3. Infect cities

Then, play passes to the player on the left.

You can discuss strategies openly, but the player whose turn it is makes the final decision.


Player Actions

You can perform up to 4 actions each turn in any combination. Some actions require discarding a card to the Player discard pile.

Movement Actions

  • Drive/Ferry: Move to an adjacent city connected by a white line.
  • Direct Flight: Discard a city card to move to that city.
  • Charter Flight: Discard the city card matching your current city to move anywhere.
  • Shuttle Flight: Move between two cities that both have research stations.

Other Actions

  • Build a Research Station: Discard the card of your current city to build a research station there.
  • Treat Disease: Remove one disease cube from your city (or all cubes if the disease is cured).
  • Share Knowledge: Give or take the city card matching your current city from another player in the same location (if both agree).
  • Discover a Cure: At a research station, discard 5 cards of the same color (4 for the Scientist) to cure that disease.

If all cubes of a cured disease are removed from the board, it becomes eradicated—it can no longer infect cities.


Epidemic Cards

When drawn, resolve in this order:

  1. Increase: Move the infection rate marker one step forward.
  2. Infect: Draw the bottom card from the Infection deck. Place 3 cubes on that city (unless it’s eradicated).
  3. Intensify: Shuffle the Infection discard pile and place it on top of the deck.

If you ever run out of disease cubes or can’t draw cards, the game immediately ends in defeat.

Infection Phase

After drawing Player cards, flip Infection cards equal to the current infection rate.
Add 1 cube of that color to each city (unless eradicated).
If a city already has 3 cubes of that color, an outbreak occurs instead.


Outbreaks

When a city outbreaks:

  • Move the Outbreak marker forward 1 space.
  • Place 1 cube of that disease in all connected cities.
  • If any connected city already has 3 cubes of that color, trigger a chain outbreak (move the marker again).

If the Outbreak marker reaches the final space, your team loses.


Winning the Game

You win immediately once your team discovers cures for all four diseases.
You lose if:

  • 8 outbreaks occur,
  • you run out of disease cubes of any color, or
  • you can’t draw two cards from the Player deck.

Strategy Tips

  • Plan Ahead: Coordinate roles—combine the Scientist and Researcher for fast cures.
  • Build Smartly: Spread research stations evenly across continents.
  • Prioritize Outbreaks: Keep an eye on cities with 3 cubes; prevent chain reactions.
  • Use Events Wisely: Event cards can save the game if played at the right moment.
  • Stay Efficient: Every turn counts—wasted actions cost valuable time.
  • Adapt to Epidemics: After each Epidemic, the next few infections are almost guaranteed to target cities that were recently hit—prepare for them.

FAQ – Pandemic Board Game

What kind of game is Pandemic?

Pandemic is a cooperative game where all players work together to stop four diseases from spreading. You win or lose as a team.

How should we approach our first game?

During your first game, focus on learning each role’s special abilities and planning as a group. Communication and teamwork are the keys to survival.

What do the player pawns represent?

Each pawn represents a team member’s role on the board. Use them to track where each player is located and move between cities during your turn.

What do the disease colors mean?

Each disease color (blue, yellow, black, red) represents a region. You’ll need five cards of one color (or four for the Scientist) to discover its cure.

What is a cure indicator?

When you cure a disease, place its cure indicator on the board. After that, removing cubes of that color becomes easier and leads toward eradication.

What happens during an outbreak?

If a city already has three cubes of the same color, adding another triggers an outbreak. Place cubes in connected cities and advance the outbreak track one space.

Why do we reshuffle the infection discard pile?

During an Epidemic, you reshuffle the discard pile and place it on top of the infection deck. Recently infected cities are now most at risk.

What’s the difference between curing and eradicating a disease?

A cure stops new cube growth more easily, but eradication removes that disease entirely — it can’t return once all cubes are gone.

What does the Dispatcher do?

The Dispatcher can move other players’ pawns as if they were their own, helping the team position efficiently for cures or cube actions.

What happens if the draw pile runs out?

If the draw pile is empty before all cures are found, the game ends in defeat. Plan ahead and act efficiently to win in time.


Commonly Overlooked Rules

  • You do not draw a replacement card after drawing an Epidemic card.
  • You may Discover a Cure at any Research Station — the color of its
    city does not need to match the disease you are curing.
  • On your turn, you may take a card from another player, if you are both
    in the city that matches the card you are taking.
  • On your turn, you may take any City card from the Researcher (only),
    if you are both in the same city.
  • Your hand limit applies immediately after getting a card from
    another player.
